Because while wearing power armor in Fallout 4, you can't even carry out basic actions anymore. So if those same mechanics where in Fallout 3 / New Vegas. Similar to how spartan armor works in halo. It changed from armor to mechanized infantry. I absolutely positively despised what Bethesda did with the Power Armor in Fallout 4.
